My PC Lags Everytime I Download Something
Today I wanted to download a game, I could not finish it cause of this problem, and after that my pc is hard to use, League of Legends Client is a No lag, CPU usage back down to 5% at full download speed. Something is awfully lagging out my system during loading. Might be useful info there.
So, one way is to check in your Task manager when you are experiencing the lag. Youtube, Facebook or games stutter, mouse lag, sound cracks, barely can use the computer. The other thing to check is your upload speed limit. After exiting out of a GPU benchmark program...

I would be no help in that department. CPU usage maxes out when the lag starts from ~5% to 50-100%, but the Processes list doesn't give any hints as to what's causing it.
