I found the solution was to uninstall any and all Norton/Symantec products, at which point, the internet came back almost immediately. any other suggestions would be gratefully received. When this happens make sure 'WORK OFFLINE' isnt being enabled.....

tried uninstalling it but wouldnt let me. The most common issue I have found is if your modem or router has a firewall built into them (which if very likely). I think it was a router conflict because I even reloaded XP home on a different drive and fell offline a few times. Flock.
